PARLIAMENTARY SUPPORT PROGRAM

Location: Lilongwe, Malawi

 

Democracy Works Foundation (DWF), in partnership with Democracy International (DI) and with funding from the United States Agency for International Development (USAID) is implementing the Parliamentary Support Program that seeks to contribute to Malawi’s democratic governance by supporting the Parliament of Malawi to better fulfill its legislative, oversight, and representative functions. It provides technical support to selected Committees and Caucuses, besides providing cross-institutional coordination between Parliament and Statutory oversight institutions. It also facilitates collaboration and coordination between the Parliament, Civil Society Organizations (CSO), and the media, around public integrity issues and legislative and oversight matters; and integrates Social and Behavioral Science (SBS) research and insights to identify key behaviors and psychological, social, and situational barriers that prevent stakeholders from leading reform.

DWF Malawi seeks the following Short-Term Technical Experts (STTE) –

Terms of Reference – The Role and Functioning of Political Party Caucuses in strengthening the legislative, oversight and representative roles of Parliament in Malawi, &

Terms of Reference – The Case Study of Parliamentary Committees’ Usage of Oversight Agencies’ Reports for Integrity in Malawi

Interested consultants may apply by sending the following to recruitment@democracyworksfoundation.org, clearly indicating in the subject line of the email which call they are responding to:

  1. A technical proposal with a brief description of why the individual is suitable for the assignment, approach to the task and proposed methodology.
  2. A CV indicating educational background/professional qualifications, previous experience and contact details (email and telephone number) for 3 traceable referees.

iii.          Financial proposal or budget that indicates the all-inclusive consultancy fee applicable, supported by a breakdown of costs.

Submissions must reach us before 16h00 on Saturday 25 February 2023 to be considered.

Only those shortlisted will be notified for interviews. DWF will hold interviews virtually using MS Teams, and applicants must ensure that they are familiar with this platform and have a stable internet connection.
